2 by-laws on talent introduction to take effect on July 1: Cheong

Secretary for Administration and Justice André Cheong Weng Chon, who is also the spokesman for the government’s top advisory Executive Council, announced on Friday that the government’s Executive Council (ExCo) had finished drafting two administrative regulations (by-laws) on the government-initiated bill proposing to set up a new system to attract qualified human resources which was passed in May and will take effect on July 1.

Addressing a press conference at Government Headquarters on Friday, Cheong said the two administrative regulations, which are still being drafted, aim to regulate the government-appointed Talents Development Committee and the committee’s assessment process respectively. Both will take effect on July 1, the same day as the talent law takes effect.

Government-drafted by-laws, officially known as administrative regulations, do not require the legislature’s approval.

Addressing Friday’s press conference, Talents Development Committee Secretary-General Chao Chong Hang underlined that the government’s talent introduction system is open to the whole world, but he expected talents from the mainland to apply more often due to geographical and cultural factors, but stressed that this was not just about bringing in talents from a particular region.

Chao said the threshold for Macau to assess talents will not be much higher than that of its neighbouring regions, but will be “reasonable and suitable” for Macau, adding that the government was planning to introduce “a manageable number of” talents, which the big health and high-tech industry could align with, as there were relatively few of them in the world, therefore, priority would be given to the hiring of talents for these two industries.
