Sam vows to strengthen ties with Sichuan & Zhongshan

Chief Executive Sam Hou Fai met with Chinese People’s Political Consultative Conference (CPPCC) Sichuan Provincial Committee Chairperson Tian Xiangli, yesterday at Government Headquarters where they discussed deepening exchanges and cooperation between the two sides in various fields, according to a statement by the Macau Government Information Bureau (GCS) yesterday.

Welcoming Tian and members of her delegation to Macau, according to the statement, Sam noted during yesterday’s meeting that in his important speeches delivered during his inspection visit to Macau in December last year, President Xi Jinping highly acknowledged the successful implementation of the “One Country, Two Systems” principle with Macau characteristics and profoundly summarised the experience of the implementation of the “One Country, Two Systems” principle.

Sam pledged that his government will, in line with the city’s real situation, strengthen its overall planning and coordination with the aim of ensuring the full implementation of the spirit of Xi’s important speeches.

According to the statement, Sam noted that Macau and Sichuan each play their respective roles in national development strategies and possess unique advantages in their industrial structure and layout. As a major province in traditional Chinese medicine (TCM), Sichuan has a solid industrial foundation in this field, Sam noted, pledging that Macau will continue to leverage its role as a commercial and trade cooperation service platform between China and Portuguese-speaking countries (PSCs) to assist Sichuan in enhancing exchanges and cooperation with PSCs, jointly exploring international markets and achieving mutual benefits and shared success.

Sam said that with frequent people-to-people exchanges between Macau and Sichuan, cooperation between the two sides has been progressing well, adding that he expects the two sides to further strengthen cooperation in areas such as economy and trade, education, culture and tourism, healthcare, and TCM, injecting new impetus into Macau’s appropriate economic diversification.


Sam expects Zhongshan to make better use of Macau’s platform

Meanwhile, Sam also met with Communist Party of China (CPC) Zhongshan Municipal Committee Secretary Guo Wenhai yesterday at Government Headquarters, according to a separate GCS statement last night.

Sam said that Macau and Zhongshan have been maintaining close and good ties, with a solid foundation for cooperation in various fields. Sam said he expects the two sides to continue to leverage their respective industrial strengths under the principle of mutual benefits, further deepening cooperation in areas such as economy and trade, biomedicine, culture and tourism, high-tech, and higher education.

Sam said that last year’s opening of the Shenzhen-Zhongshan Link has strengthened connectivity among different cities in the Guangdong-Hong Kong-Macau Greater Bay Area (GBA), adding that he expects the improved transport infrastructure to facilitate greater tourist flows within the GBA, showcasing new achievements in regional cooperation.

Sam also said he also expects Zhongshan enterprises to make better use of Macau’s role as a commercial and trade cooperation service platform between China and PSCs, expanding their business and investment cooperation with Portuguese-speaking countries.


Sam meets with central govt officials

Meanwhile, Sam separately met with two central government officials on Friday at Government Headquarters, according to separate GCS statements that day.

During his meeting with Minister of Emergency Management Wang Xiangxi on Friday, according to GCS, Sam exchanged views with Wang on further enhancing Macau’s urban safety governance level and strengthening the emergency management of its civil protection framework.

Sam noted that the Ministry of Emergency Management has been maintaining close communication with the Macau government, providing significant support for Macau’s emergency rescue work, including the provision of its assistance in the past when large-scale emergency incidents occurred in Macau.

According to GCS, Sam noted that Macau is affected by typhoons every year, adding that with an increasingly complex external environment, the Macau government must raise its awareness of emergency disaster prevention, and needs continued support from the Ministry of Emergency Management to enhance Macau’s public safety management level and urban safety resilience.

Sam noted that in 2019 the Macau government announced its 10-year plan for disaster prevention and mitigation (2019 to 2028), aiming to further improve its emergency management system for sudden incidents and enhance its response capabilities.

During his meeting with Vice Minister of Ecology and Environment Sun Jinlong on Friday, according to GCS, Sam exchanged views with Sun on deepening cooperation between the mainland and Macau on environmental protection efforts.

Sun attended Thursday’s opening ceremony of the three-day 2025 Macao International Environmental Co-operation Forum & Exhibition (MIECF) where he delivered a keynote speech.

Sam noted during Friday’s meeting that the Macau government and the Ministry of Ecology and Environment signed a cooperation arrangement in 2021 on environmental protection, in a bid to support Macau in aligning with national environmental protection policies.

Sam said that MIECF, which has been held for many years, has become an important platform fostering international cooperation on the environment and green technology exchanges, representing one of Macau’s “golden business cards” internationally.

Sam said that Macau is willing to work with the mainland authorities to promote ecological civilisation. While promoting the high-quality development of Macau and the Guangdong-Macau In-Depth Cooperation Zone in Hengqin, Sam said, the Macau government will also fully align with national environmental protection policies and cooperate closely with other cities of the Guangdong-Hong Kong-Macau Greater Bay Area (GBA), jointly promoting environmental protection as well as improvements in environmental governance systems.

Meanwhile, Sam also met with the director of the United Front Work Department of the Communist Party of China (CPC) Chongqing Municipal Committee on Friday at Government Headquarters, according to another GCS statement that day

Sam said that Macau and Chongqing have close ties, with close exchanges in fields such as economy and trade as well as various matters related to people’s daily lives.
