Sam vows govt’s organisational restructuring

Chief Executive Sam Hou Fai underlined that his government is steadily carrying out its campaign to review and restructure its organisational structure, including more clearly defining the functions and duties of various public entities, while also advancing the “refined management” of its human and public resources, according to a statement by the Macau Government Information Bureau (GCS) yesterday.

Sam made the remarks during the second meeting of the Leadership Group for Public Administration Reform “held recently” at Government Headquarters. The GCS statement did not mention when exactly the meeting was held.

Sam set up the group, which he chairs, in February this year.

According to the statement, the meeting covered topics related to various aspects of public entities such as their functions and duties, organisational streamlining, staffing control, staff transfer and redeployment, as well as the development of their IT systems.

Sam underlined during the meeting that plans for public administration reform must be pragmatic and realistic, capable of addressing Macau’s socioeconomic development needs, the statement said.

In terms of organisational structure, Sam said, it is necessary to set upper limits for different public entities’ organisational scales, review the allocation of their functions and duties, and merge any public entities with overlapping responsibilities.

Regarding staffing control, Sam said, improvements should focus on standardising job scopes, exploring cross-career promotion mechanisms, setting benchmarks for staffing levels at all ranks.

According to the statement, Sam said that the Public Administration and Civil Service Bureau (SAFP) must, in accordance with the directions set by the leadership group, strengthen cooperation with the Commission of Audit (CA) in jointly advancing different public entities’ organisational streamlining and the optimisation of their staffing structures.

Moreover, Sam said, public entities’ procurement mechanisms must be improved with the aim of ensuring the rational use of public resources.

According to the statement, Sam also said that on the premise of avoiding disruption to daily operations, all public entities should gradually improve their IT systems with the aim of enhancing their risk-prevention capabilities.

The meeting was attended by Sam’s five policy secretaries, his chief-of-cabinet Chan Kak, and Public Administration and Civil Service Bureau (SAFP) Director Leong Weng In.
