Macau’s legislative, judicial organs, top officials, chief prosecutor react to Xi’s New Year’s address

In addition to Chief Executive Sam Hou Fai, the heads of the special administrative region’s legislative and judicial organs, as well as the special administrative region’s nine principal officials and the chief public prosecutor have reacted in separate statements to President Xi Jinping’s 2026 New Year’s address that he delivered on New Year’s Eve.

Their statements were also made in reply to an article titled “Living Up to Expectations and Achieving Outstanding Results, Seizing Opportunities to Set Sail Again” released by the Hong Kong and Macao Work Office of the Central Committee of the Communist Party of China (CPC) and the Hong Kong and Macao Affairs Office of the State Council on New Year’s Day.

Legislative Assembly (AL) President André Cheong Weng Chon pledged the local legislature’s commitment to safeguarding the nation’s sovereignty, security and development interests, while broadly listening to public opinion and enhancing its work capabilities and abilities to serve residents.

Cheong said that the local legislature will take the initiative to uphold Macau’s constitutional order and executive-led system while strengthening communication with the local government in order to improve legislative efficiency.

Cheong said that the legislature will strengthen its legislative and oversight work primarily in aspects such as safeguarding national security, improving residents’ well-being, optimising the city’s business environment, promoting Macau’s appropriate economic diversification, advancing public administration reforms, and enhancing the alignment of rules between Macau and Hengqin.

Court of Final Appeal (TUI) President Song Man Lei said that Macau’s courts will firmly grasp the core essence of the “One Country, Two Systems” principle when exercising their duties with the aim of providing a stronger judicial guarantee for Macau’s better integration into the nation’s overall development and for maintaining the city’s long-term prosperity and stability.

On the one hand, Song said, the local courts will adhere to the people-centred approach and provide strong rule-of-law support for Macau to appropriately diversify its economy.

On the other hand, Song said, the courts will earnestly fulfil their constitutional responsibility to safeguard national security, lawfully punish all types of activities and conduct endangering national security, and resolutely uphold the authority of the nation’s Constitution and the MSAR Basic Law.

In their respective remarks, Macau’s nine principal officials and the chief public prosecutor all made their respective commitments to align with the nation’s 15th Five-Year Plan.

Secretary for Administration and Justice Wong Sio Chak pledged his commitment to advancing public administration reform, streamlining government structure, and improving public administration efficiency.

Secretary for Economy and Finance Anton Tai Kin Ip pledged his commitment to advancing the city’s appropriate economic diversification, fostering the deep integration between technological achievements and industries, and enhancing the integrated development between Macau and Hengqin.

Secretary for Security Chan Tsz King said that the local government will build a strong defence line for safeguarding national security and improve its various contingency plans for effectively prevent and combat activities that endanger national security.

Chan said that the government will continue to improve its disaster prevention measures.

Secretary for Social Affairs and Culture Wallis O Lam said that the government will optimise the allocation of education resources and enhance healthcare and elderly care services.

Secretary for Transport and Public Works Raymond Tam Vai Man said that the government will further improve its housing and transport polices and enhance urban revitalisation of the city’s old quarters.

Commissioner Against Corruption Ao Ieong Seong said that the anti-graft body will study possible amendments to the law on preventing and combating bribery in private entities.

Commissioner of Audit Elsie Ao Ieong U said that her commission will continue to ensure the government’s effective use of public resources and that their use meets Macau’s overall interests.

Unitary Police Service (SPU) Commissioner Leong Man Cheong and Macau Customs Service Director-General Adriano Marques Ho pledged commitments to continuing to improve law enforcement efficiency.

Prosecutor General Tong Hio Fong said that Macau will strengthen the alignment of rules with Hengqin, while the Public Prosecutions Office (MP) will deepen the application of smart technologies in its work.
