The Central People’s Government has appointed Liu Xianfa as China’s Special Representative on African Affairs, Ministry of Foreign Affairs spokesperson Guo Jiakun announced at a regular press conference in Beijing yesterday.
Guo pointed out that Liu "is an experienced senior diplomat well-versed in African affairs", having previously served as the Consul-General of the People’s Republic of China (PRC) in Lagos, Nigeria, as well as China’s Ambassador to Kenya, and as Assistant Foreign Minister. He also served as the Ministry’s Commissioner in the Macao Special Administrative Region (MSAR).
“Special Representative Liu Xianfa will, on behalf of the Foreign Ministry, communicate and coordinate with African countries and the African Union as necessary, promote dialogue and cooperation, and make active efforts towards building an all-weather China-Africa community with a shared future for the new era,” Guo said.
Liu, born in April 1963, concluded his five-year tenure as head of the Office of the Commissioner of the Ministry of Foreign Affairs of the PRC in the MSAR on January 15, 2026.
His successor at the helm of the Commissioner’s Office in Macao, Bian Lixin, assumed her post yesterday, according to a statement from the office.
