Drunken Filipino touches girl’s breast in street: police

A drunken Filipino touched the left breast of a 13-year-old girl who was walking with her parents in the Inner Harbour area on Sunday, Public Security Police (PSP) spokesman Kam Ka Kit said during a regular press conference yesterday.

After the Filipino touched the girl’s left breast, her parents stopped him. The suspect suddenly fell to the ground. Under questioning by the police, the suspect said that he did not know whether he had touched the girl as he was too drunk after a heavy drinking session with his friend.

Kam identified the suspect as a 44-year-old non-resident worker surnamed Sevilla who works as a deliveryman.

On Sunday night, the girl was walking with her parents in Rua das Lorchas on their way to Avenida de Almeida Ribeiro (commonly known as San Ma Lou in Cantonese) when the Filipino who was walking in the opposite direction, suddenly touched the girl’s left breast with his right hand, Kam quoted the parents as saying.

According to Kam, the parents then immediately stopped the Filipino who then suddenly fell to the ground, after which they reported the case to the police.

When police officers arrived at the scene, they found the drunken Filipino lying on the ground. The police took him to a police station for questioning, but he was too drunk to be questioned, according to Kam.

The Filipino woke up the next morning when he told the police that he went to a friend’s home on Sunday afternoon where they drank together. The Filipino said that he could not remember what he had done when he was walking in the street – which runs from Praça de Ponte e Horta to San Ma Lou – as he was too drunk.

The suspect has been transferred to the Public Prosecution Office (MP), facing a child sexual abuse charge.

Normally, the police accuse a suspect who has intentionally touched someone’s breasts without consent of sexual harassment (Article 164-A of the Macau Penal Code), which carries a prison term of up to one year. However, according to Article 166 of the Penal Code, a suspect who has sexually harassed a person under the age of 14 faces a child sexual abuse charge, facing a prison term of up to three years, rather than facing the Article 164-A sexual harassment charge.
