2022 New Year's message by Fu Ziying, director of the Liaison Office of the Central People's Government in the Macau Special Administrative Region(MSAR)
On the occasion of the New Year and on behalf of the Liaison Office of the Central People's Government in the Macau Special Administrative Region(MSAR) I would like to extend my sincere greetings and good wishes to the majority of Macau compatriots!
The year 2021 that has just passed was a landmark year. We solemnly celebrated the centenary of the founding of the Communist Party of China (CPC). President Xi Jinping, general secretary of the Central Committee of the Communist Party of China (CPC) and chairman of the Central Military Commission (CMC), delivered an important speech on July 1, solemnly declaring that a well-off society is being built in an all-round way, and the first centennial goal has been successfully achieved, and a new journey has been started towards the second centennial goal of building a modern socialist power in an all-round way. This year, my country calmly responded to the century-old changes and the epidemic, took new steps in building a new development pattern, achieved new results in high-quality development, and achieved a good start to the 14th Five-Year Plan. The 6th Plenary Session of the 19th Central Committee of the CPC comprehensively summarised the major achievements and historical experience of the Party in its century-long struggle, and inspired the people of all ethnic groups across the country, including the majority of Macau compatriots, to take the road of progress in the new era, and gathered the majestic momentum to win a new great victory of socialism with Chinese characteristics.
In 2021, Macau moved forward resolutely together with the country. With the strong support of the central government and the motherland, the MSAR government united all sectors of civil society to effectively respond to the impact of the epidemic, take multiple measures to stabilize the economy, take care of people's livelihood, protect employment and promote development, maintain social stability, and gradually recover the economy; actively connect Macau with the national 14th Five-Year Plan, prepare the second 5-year development plan of the MSAR, and pragmatically participate in the construction of the Guangdong-Hong Kong-Macau Greater Bay Area (GBA). The construction of the Hengqin Guangdong-Macau In-depth Cooperation Zone started smoothly and was integrated into the overall situation of national development and made new breakthroughs; the implementation of the fundamental principle of “patriots governing Macau” and the successful completion of the election of the 7th Macau Legislative Assembly, all members of which are patriots; the firm fulfilment of the constitutional responsibility of safeguarding national security, and the in-depth carrying-out of national security education; the implementation of the central government's approval to appoint national security affairs consultants and national security technical consultants in Macau, and continuous improvement of the legal system and implementation mechanism for safeguarding national security. The majority of Macau compatriots patriotically support the Party and care about the motherland. They have solemnly celebrated the centenary of the Party in various forms, enthusiastically supported the mainland's flood prevention and disaster relief, and further promoted the core values of patriotism and love for Macau. When President Xi Jinping met with Chief Executive Ho Iat Seng, who was in Beijing for his duty visit [last week], he fully affirmed that Macau has maintained a stable and good development trend.
A new journey is forging ahead. In the new year, the Party’s 20th National Congress will be held, and a new chapter in national development will be opened. Macau's development is in a period of promising and important strategic opportunities. If the country’s situation is good, Macau’s situation is good. Steady progress in national development and continuous improvement will create good conditions for Macau's economic recovery. The central government attaches great importance to and cares about Macau. The joint construction of the Belt and Road Initiative (BRI) and the in-depth promotion of the construction of the Guangdong-Hong Kong-Macau Greater Bay Area (GBA) will provide strong support for the healthy and sustainable development of Macau's economy and society. In particular, the comprehensive promotion of the construction of the Hengqin Guangdong-Macau In-depth Cooperation Zone will develop new industries that promote the appropriate diversification of Macau's economy, build new homes that facilitate the life and employment of Macau residents, build a high-level and open-ended system of Guangdong-Macau integration, and improve Guangdong-Macau cooperation. The new system of consultation and development, shared management and sharing will open up new space and inject new momentum into the practice of “One Country, Two Systems” in Macau.
The way of benefits goes hand in hand with the times. In the new year, I believe that the MSAR chief executive and government will unite all sectors of civil society, seize new opportunities and carry out new actions, comprehensively, accurately and unswervingly implement the “One Country, Two Systems” policy, maintain the constitutional order of the MSAR as determined by the Constitution and the Basic Law of Macau, firmly maintain the central government's overall jurisdiction over the MSAR, implement the “patriots governing Macau” principle, take the initiative to integrate Macau into the overall situation of national development, and develop the successful practice of “One Country, Two Systems” with Macau characteristics better, and govern the MSAR better.
The Liaison Office of the Central People's Government in the MSAR will, as always, firmly support the MSAR chief executive and government in governing in accordance with the law, strengthen contacts with people from all walks of life, and make unremitting efforts for the long-term stability, prosperity and stability of Macau!
