The State Council in Beijing has appointed Zheng Xincong director of the Liaison Office of the Central People’s Government in the Macau Special Administrative Region (MSAR) and national security affairs advisor on the Committee for Safeguarding National Security of the MSAR, the Liaison Office announced in a statement yesterday.
Zheng succeeds Fu Ziying at the helm of the Liaison Office. Fu, born in September 1957, had headed the office since December 2018.
The director of the Liaison Office is the highest-ranking official of the Central People’s Government posted to the MSAR.
Before yesterday’s appointment, Zheng was a deputy director of the Liaison Office in the MSAR and a national security technical advisor on the Committee for Safeguarding National Security of the MSAR.
Zheng was appointed as a deputy director of the Liaison Office in the MSAR in late July last year.
The Liaison Office in the MSAR has four deputy directors in its organisational structure.
However, before Zheng’s appointment to his new post yesterday, the Liaison Office in the MSAR only had three deputy directors, i.e., one of the four deputy director positions was left vacant, since one of the deputy directors, Yao Jian, had left his position in December last year.
After Zheng was promoted from a deputy director to the Liaison Office’s director, which took effect yesterday, the Liaison Office currently only has two deputy directors in place, namely Zhang Rongshun and Yan Zhichan.
Zheng, born in November 1963, holds a bachelor’s degree from the Party School of the Fujian Provincial Committee of the Communist Party of China (CPC).
Zheng, an engineer by profession, started to work in August 1982, before joining the Party in December 1986.
Zheng was a vice-governor of Fujian province before his appointment to Macau in July last year.
According to previous statements from the State Council and previous news reports, Zheng became a vice-governor of Fujian province in January 2018, a position he held until April 2019. Since May 2019 Zheng had been a member of the Standing Committee of the CPC Fujian Provincial Committee, before his appointment to Macau in July last year. He was reappointed as a vice-governor of the province in April last year.
Zheng was the general manager of Fujian Shipbuilding Industry Group Company Limited. Zheng was appointed mayor of Ningde city in Fujian in 2011, before becoming the mayor of Quanzhou city in the province in 2013. He was appointed secretary of the CPC Quanzhou Committee in 2015.
