Regulation on gaming concession tender takes effect

An administrative regulation (by-law) on the upcoming tender for gaming concessions took effect yesterday, after it was published in the Official Gazette (BO) on Tuesday. 

According to the Official Gazette, the government approved the regulation signed by Chief Executive Ho Iat Seng last Friday. 

The regulation amended its predecessor, which was signed by then chief executive Edmund Ho Hau Wah in October 2001.

Article 98 of the amended regulation states that “unless ordered to the contrary by the chief executive, in particular in his order to open the call for tenders, at least two more bidders selected at the consultation stage shall be allowed, on the basis of the number of concessions put out to tender.” 

Currently, Macau has three gaming concessions and three sub-concessions. 

The recently promulgated gaming amendment law bans sub-concessions. It states that the government can grant up to six gaming concessions. 

According to the regulation, the tender could involve up to eight bidders, i.e., two bidders that would be newcomers to the local gaming industry.
