An Education and Youth Development Bureau (DSEDJ) statement has announced that the government has published the Administrative Regulation No. 29/2022 “Organisation, Management and Operation of Non-tertiary Education Public Schools” in the Official Gazette (BO) yesterday.
The administrative regulation (by-law) is slated to take effect on September 1.
According to the statement, the regulation has amended the legal norms for the organisation, management and operation of public schools at all levels “to meet the needs of modern education”, enabling both non-tertiary education public and private schools to develop together, “meet the needs of current education systems and modern schools’ management, operation and development.”
The statement noted that the regulation’s main content includes the norm of establishing a consultative school board to provide advice on the development planning and teaching objectives of public schools, formulating the powers and functions of school principals and vice-principals, and regulating the tasks of the schools’ mid-level personnel in charge of everyday education matters, including, such as the director of academic affairs, director of counselling and discipline, and director of administration, “to ensure the good operation of public schools and improve the quality of teaching”.
‘Through-train’ public schools increase to 5
Meanwhile, the DSEDJ said that the number of through-train public schools will be increased to five beginning the 2022/2023 academic year “to optimise the teaching environment, provide a more direct education transition and meet the needs of students’ holistic growth”.
In Cantonese jargon, “through-train” schools are also known as “one-dragon” schools.
A through-train school offers students an education from the early school years all the way through to graduation.
The statement noted that the five schools comprise the original two schools, Escola Oficial Zheng Guanying in the peninsula’s Toi San district and Escola Oficial de Seac Pai Van located in the Seac Pai Van public housing estate. The newly added schools, meanwhile, comprise Escola Secundária Luso-Chinesa de Luís Gonzaga Gomes, Escola Luso-Chinesa Técnico-Profissional and Escola Oficial da Flora, covering pre-primary, primary and secondary education.
Moreover, Escola Primária Oficial Luso-Chinesa “Sir Robert Ho Tung” and Escola Luso-Chinesa da Taipa will continue to provide primary and pre-primary education, the statement said.
The statement pointed out that the public schools’ integration “will not affect the current public school places and teaching staff numbers”. Moreover, according to the statement, the integration is beneficial to the incorporation of educational resources, enabling both public and private schools to have “complementary advantages” and therefore “improve the overall quality” of non-tertiary education in the city and respond to various societal needs.
