The Legislative Assembly (AL) passed the outline of a government-initiated bill to set up a new system to attract qualified human resources from outside Macau in order to promote economic diversification and improve local businesses’ competitiveness.
The bill proposes three categories of qualified human resources, namely internationally recognised top quality personnel, highly qualified personnel, and senior professionals.
The bill proposes to attract and retain the three categories of qualified human resources by means of an employee recruitment programme, and the qualified human resources are able to apply for residency permits in the Macau Special Administrative Region (MSAR), and receive tax benefits.
Among the three types of qualified human resources, according to Secretary for Social Affairs and Culture Elsie Ao Ieong U, top quality staff refers to personnel with special talents or technical abilities who have gained international recognition as outstanding achievers or have made significant contributions in their specific field.
Ao Ieong went on to describe highly qualified personnel as those who contribute to the diversification of Macau’s economy, especially those who can contribute to the development of Macau’s key industries and who have distinguished themselves in their professional fields.
Ao Ieong pointed out that the category of senior professionals refers to experienced and skilled individuals who are able to support the development of Macau’s key industries.
According to Ao Ieong, these three categories of people can include their eligible family members when applying for a residency permit in Macau.
