Consumer Council revises beauty industry’s code of practice

The Consumer Council (CC) published a revised “Code of Practice for the Beauty Industry” yesterday to regulate the local beauty sector and to tie it in with the development of the beauty industry, so as to provide consumers with more comprehensive protection, according to a CC statement yesterday.

According to the statement, the code has 17 provisions, including requiring the parlours to clearly and accurately price and explain each item provided by the beauty parlour, the ingredients used, the total price of the service, the accepted method of payment, the terms and frequency of use, risks, and a “not-to-do” list.

The code orders the parlours not to promote sales by harassment, force or other improper means, and requires them to sell beauty services such as pre-paid packages only in line with their ability to carry out the procedures, and clearly inform consumers of their rights, the procedures and consequences of pre-paid services.

The council said it will constantly assess and supervise the beauty parlours to effectively implement the new code of practice and protect the interests of consumers, the statement said.

The council has been formulating industry codes for various trades and industries to provide consumers with honest and quality services, enhance consumer confidence and promote the healthy and orderly development of the consumer market by strengthening each industry’s self-discipline and awareness of consumer protection, the statement said.

At present, the council has formulated industry codes for 19 retail service industries, setting out guidelines for business conduct indicators, quality standards, publicity and marketing practices, covering laundries as well as digital device, computer software, jewellery and eyewear retail businesses, among others, according to the statement.
