The Cultural Affairs Bureau (IC) has launched a public tender for the granting of a 36-month lease to operate a café, which will also sell cultural products, in its House of Macao Literature on Avenida do Conselheiro Ferreira de Almeida, according to an announcement published in the Official Gazette (BO) yesterday.
According to the announcement, potential bidders are required to submit their quotations by November 24. The bureau will unseal the submitted bids on November 28.
The House of Macao Literature, which is located near Praça do Tap Seac, opened in September last year.
According to its website, the House of Macao Literature has four main missions, namely building up the image of Macau literature; preserving Macau’s literary works, historical materials and cultural relics; demonstrating the ethos of Macau literature; and studying and promoting the development of Macau literature. The facility is housed in a listed building at 95A-95B Avenida do Conselheiro Ferreira de Almeida.
The House of Macao Literature currently features exhibition facilities, a reading room, multifunction rooms, and a garden.
When the House of Macao Literature started operating in September last year, the government said that it was planning to set up a café there that would also sell cultural and creative products.
According to yesterday’s announcement, the public tender accepts local residents who submit their bids as individual entrepreneurs. If a bid is submitted by a company, more than 50 percent of the company’s capital shares must be held by local residents, according to the announcement.
According to the announcement, the café will primarily provide takeaway food and drinks. In addition, the café will be required to sell cultural publications and other cultural products.
Moreover, the winning bidder will be required to create “a space simultaneously featuring gastronomic and Macau cultural and creative elements”, according to the announcement.
According to the announcement, the submitted bids will be assessed based on four criteria, namely the proposed amount of monthly rent accounting for 30 percent of the scores, the proposed operations accounting for 40 percent, space design accounting for 15 percent, and the bidders’ experience in operating similar businesses accounting for 15 percent.
