The Legislative Assembly (AL) has passed the outline of a government-initiated bill that will allow residents to process their property and commercial registrations through their “Macao One Account” mobile app.
Secretary for Administration and Justice André Cheong Weng Chon said during yesterday’s plenary session that despite the current downturn in the real-estate market, in the first 11 months of this year a total of 6,008 mortgage registrations were cancelled, which is a large volume.
Cheong underlined that the government plans to launch the e- service for the convenience of residents so that they do not need to visit a law firm in person to handle the property transactions.
In addition, Cheong said he hoped the bill can deal with the problem of more than 15,000 “zombie companies” in Macau, which keep their business names even though they are no longer operating.
E-government bill
During yesterday’s plenary session, legislators also passed the outline of a government-drafted bill on the handling of e-government affairs by public institutions, which will replace paper notices with electronic notices.
Some lawmakers have expressed concern about whether the law will need to be changed frequently in the future.
“After the law takes effect, it will definitely be necessary to revise it in the future, but it is difficult to say when and how many times,” Cheong said. The government will not amend the law arbitrarily and will conduct a summary and analysis before proposing an amendment.
