Transport Bureau (DSAT) Vice Director Luis Correia Gageiro said yesterday the government was planning to amend certain pieces of legislation with the aim of improving the regulations for cross-border drivers from the mainland who hold “special driving licences” which allow them to drive in Macau.
Gageiro made the remarks when replying to an oral interpellation by lawmaker-cum-unionist Kwan Tsui Hang during a plenary session of the legislature.
According to Kwan, Decree Law No. 67/84/M allows mainland drivers to drive in Macau if they are transporting goods or passengers between the mainland and Macau.
Currently, the government does not allow the hiring of non-local commercial vehicle drivers and dealers (croupiers).
Kwan said that according to the decree law, such kind of mainland drivers – who are the holders of a “special driving licence” – are only allowed to drive company-owned vehicles that have both Macau and mainland registration numbers.
However, Kwan insisted that the decree law has been abused for “many years” – such as when “special driving licence” drivers from the mainland are in reality shuttling passengers between the city’s border checkpoints and casinos. She said the situation was taking job opportunities away from local commercial vehicle drivers.
