The public consultation report on establishing a system of evaluating primary and secondary school pupils’ performance will be published in June, Youth Affairs Bureau (DSEJ) Deputy Director Lou Pak Sang said yesterday.
The government launched a public consultation on the proposed system last year. The consultation document proposes to stipulate the statutory maximum percentage of pupils in different levels who are allowed to repeat a year.According to the consultation document, P1 to P4 pupils would not be allowed to repeat a year, unless their parents request it. The document also states that P5 and P6 pupils would be allowed to go up a form or continue to secondary school if they fail in one subject.
