The Judiciary Police (PJ) have recently arrested a mainland man, a local man and a local couple for their involvement in fake employment, PJ spokesman Chong Kam Leong said during a regular press conference yesterday.
Chong identified the suspects as a 38-year-old local man surnamed Li who told the police that he is a kitchen helper, a 38-year-old male surnamed Zhang who was illegally hired as a non-resident worker (NRW) at a logistics shop, and a 48-year-old female surnamed Huang who owned the shop, along with her 36-year-old husband surnamed Jiang who worked as the shop’s manager.
According to Chong, the Judiciary Police (PJ) received a tip-off on January 20 about Zhang, who was actively engaged in illegal activities at casinos in the city centre, and was also suspected of involvement in fraudulent employment. The police discovered that Zhang had been fraudulently hired by the logistics shop in the city centre, which was then run by Wang and Jiang, but had gone out of business in February.
Chong said that Huang and Jiang met Zhang through a mutual friend in mid-2023. To obtain a NRW quota, the couple first falsely hired their friend Li and then applied for the NRW quota, thereby assisting Zhang in obtaining a blue card. Chong noted that during Zhang’s employment from 2023 to 2025, he spent a significant amount of time in mainland China and did not live in Macau for extended periods of time, which clearly contradicted his claimed employment status.
The police recently arrested Huang and Jiang in their flat in the city centre, as well as Li and Zhang separately at the Barrier Gate checkpoint. Under questioning, Huang and Jiang admitted to arranging fraudulent employment for Zhang, who claimed to have paid them HK$20,000. Li told the police that he did not receive any “remuneration” from the couple.
The four suspects have been transferred to the Public Prosecutions Office (MP), facing charges for their involvement in arranging fake employment.
