Macau police nab local couple for forging medical documents to defraud insurance of 246,000 patacas

A local couple were arrested on Thursday for forging over 200 medical documents to defraud an insurance company out of 246,000 patacas, Judiciary Police (PJ) spokesman Cheong Un Hong said during a regular press conference on Friday.

Cheong identified the suspects as a male surnamed Choi and a female surnamed Ieong, both in their thirties. Both claimed to be businesspeople.

According to Cheong, a local insurance company was conducting random checks in mid-July last year on claims submitted by a medical centre in Nape, when they discovered discrepancies in the documents provided by the couple. The doctor named in the documents had already left the practice, and there were no patient records for the couple at that medical centre, raising suspicions of forgery.

Cheong added that after learning that the incident had been exposed, the couple visited the medical centre and confronted the person in charge. During the meeting, they admitted that the documents were forged and requested their return, but their request was denied. The centre then reported the case to the police on July 16, 2024.

The police discovered that Choi and Ieong not only forged documents from the medical centre but also created a total of 239 forged documents involving other patients and two medical centres in the northern district between November 2023 and June 2025. They submitted claims to the insurance company 16 times, with each claim ranging from 5,530 to 14,820 patacas, amounting to a total of 246,000 patacas.

Cheong noted that one of the medical centres in the northern district was actually operated by the couple, and all the doctors’ signatures on the forged documents were counterfeit, with none of the listed patients having ever received treatment at that centre.

The police arrested the couple on Thursday morning at their flat in Sai Van and seized the forged medical documents, a tablet computer and three smartphones from them. Under questioning, the couple refused to cooperate.

The couple have been transferred to the Public Prosecutions Office (MP), facing charges of forgery and fraud.
