Macau-based Nam Kwong to operate street parking meters for 7 years: govt

The government will sign a concession agreement with Nam Kwong Tung Limited on operating street parking meters in the city, according to an executive order published in the Official Gazette (BO) yesterday.

The order, signed by Chief Executive Sam Hou Fai on July 10, authorises Secretary for Transport and Public Works Raymond Tam Vai Man, on behalf of the local government, to sign the concession agreement with Nam Kwong Tung.

According to the order, Tam can choose to transfer his power granted by Sam to sign the agreement to an official under his portfolio.

The Transport Bureau (DSAT) launched a public tender in late February for the granting of a concession agreement on operating the city’s street parking meters for seven years. Potential bidders were required to submit their tenders by April 10.

The tender received 13 bids, which were unsealed by DSAT officials on April 13. One of the bidders later withdrew from the tender. The other 12 bids were all accepted.

Nam Kwong Tung Limited, one of the various subsidiaries of Nam Kwong (Group) Company Limited, was one of the 12 accepted bidders. Yesterday’s promulgation of the executive order means that Nam Kwong Tung has won the tender for operating the city’s street parking meters.

The city’s street parking meters are currently operated by Macau Forehap Parking Management Limited, which will be replaced by Nam Kwong Tung after its concession agreement with the government takes effect. The new concession for operating street parking meters will last seven years.

Forehap Parking Management was one of the 12 accepted bidders.

According to the current new law regulating public parking, parking meters for street parking spaces only accept e-payments.

The current street parking meters only accept a limited selection of e-payment tools such as Macau Pass cards and UnionPay QuickPass cards.

According to previous DSAT announcements, the winning bidder will be required to provide various e-payment tools on its street parking meters, such as e-cards, smartphone payments, and credit cards.

Nam Kwong Tung Limited is the operator of a multi-service e-commerce smartphone app known as “Nam Kwong Tung”.

The company will be required to operate an app used for remote payments for street parking fees.
