Spokesperson for Liaison Office of Central People’s Government in Macao: Supporting Macao to Achieve Better Development Led by New Five-Year Plan

Yesterday, the Third Five-Year Plan for Economic and Social Development of the Macao Special Administrative Region (2026–2030) was officially published. 

Commenting on the release, a spokesperson for the Liaison Office of the Central People’s Government in Macao stated that “a single plan guides the future”, expressing support for Macao to achieve better development led by the new Five-Year Plan and to propel all undertakings in Macao to a new level.

The spokesperson remarked that Macao’s new Five-Year Plan explores building a new governance model that integrates a “capable government” with an “efficient market”, marking a milestone significance. 

The Macao Special Administrative Region (MSAR) Government has thoroughly implemented the spirit of President Xi Jinping’s important instructions, combining governance in accordance with the law with active responsibility. 

By proactively aligning with the nation’s 15th Five-Year Plan, the MSAR Government has established top-level design and systematic planning for Macao’s development over the next five years. 

This represents another pioneering accomplishment in the successful practice of “One Country, Two Systems” with Macao characteristics, holding great significance for promoting Macao’s integration into and service towards the overall national development, as well as achieving Macao’s high-quality development.

The spokesperson pointed out that Macao’s new Five-Year Plan is a collective creation of all Macao residents, fully reflecting the expectations and consensus of all sectors of society. 

During the drafting process, the MSAR Government adopted a pragmatic approach of “drafting the plan with open doors” to gather a wide range of public suggestions

It held 14 consultation sessions and received a total of 1,716 submissions containing 8,230 opinions, ensuring that public expectations, civic wisdom, and expert advice were fully incorporated. 

This demonstrates the MSAR Government’s resolve and capacity to adhere to a people-centred approach, pursue reform, and assume responsibility. 

It also highlights the strong consensus and desire among all sectors of Macao society to unite, accelerate appropriate economic diversification, participate deeply in the development of the Guangdong-Macao In-Depth Cooperation Zone in Hengqin and the Guangdong-Hong Kong-Macao Greater Bay Area (GBA), and better integrate into and serve overall national development.

Centered on long-term prospects while highlighting key priorities, the new Five-Year Plan presents a comprehensive blueprint and vision for Macao’s development over the next five years. 

The plan outlines a series of key measures, including safeguarding national security and social stability, improving MSAR governance efficiency, solidly promoting appropriate economic diversification, advancing high-quality construction of the Guangdong-Macao In-Depth Cooperation Zone in Hengqin, accelerating urban renewal, effectively guaranteeing and improving public welfare, and better integrating into and serving overall national development. 

Lists detailing key projects, division of responsibilities for key initiatives, and major reform measures will also be established. 

Together, these will form a programmatic document to guide Macao’s development over the next five years.

The spokesperson added that all sectors of Macao society are participants, practitioners, and beneficiaries of the plan. 

It is hoped that all residents will take active action, pool their wisdom and strength, and support the MSAR Government in delivering each measure outlined in the plan. 

The Liaison Office of the Central People’s Government in the MSAR will, as always, support the Chief Executive and the MSAR Government in fulfilling their duties as the primary stewards and responsible authorities, uniting and leading all sectors of society to turn this blueprint into reality.
