Lawmaker Gabriel Tong Io Cheng told reporters yesterday that he abstained last week from voting on an article in the controversial landlord-tenant bill which proposed that the chief executive could have placed a cap on rent increases based on certain conditions, because he thought that the article would not have been useful to control rent rises.

Fellow lawmaker Zheng Anting also told the media yesterday that he abstained from voting for the same article because he doubted the feasibility of the implementation of the article.

The two lawmakers spoke to the media on the sidelines of a plenary session of the legislature yesterday. Both were among the original proponents of the bill.
