Lei Ngan Leng, an advisor to the office of Chief Executive Fernando Chui Sai On, said yesterday that the government’s first ever Five-Year Development Plan (2016-2020) was merely meant to provide general outlines for the city’s future expansion.

Lei made the remarks in response to several members of the government’s three social services consultative committees commenting on the draft’s perceived lack of detailed planning of a raft of issues facing their respective districts.

The social services consultative committees cover the city’s three districts: the northern district, the city centre, and the islands district, which comprises Taipa, Coloane and Cotai.
