P1 to P4 pupils not to be allowed to repeat

Secretary for Administration and Justice André Cheong Weng Chon, who is also the spokesman for the government’s top advisory Executive Council, announced yesterday that the government has drafted a by-law on the new official assessment system for pupils in schools, according to which P1 to P4 pupils will not be allowed to repeat a year.

The new pupil assessment system will take effect from the 2021/2022 school year.

According to the by-law, only up to four percent of the pupils in P5 classes and P6 classes will be allowed to repeat a year, while schools can only let up to eight percent of F1 to F3 pupils to repeat a year.

Government-drafted by-laws, officially known as administrative regulations, do not require the legislature’s approval.
