Govt to set up assessment body to supervise non-local talents

Considering that a new system of recruiting qualified human resources from outside Macau will take effect on July 1, Talents Development Committee Secretary-General Chao Chong Hang reaffirmed yesterday that the government will set up an assessment committee with pre- and post-supervision to ensure that they deliver on their promises, underlining that an electronic application platform was being developed and two rounds of selection processes for candidates would be held.

Chao added that each potential applicant’s curriculum vitae (CV) would first be reviewed and submitted to the assessment committee to draw up a list of proposed applicants before their residence permit is granted by the chief executive.

Chao made the remarks when attending a regular phone-in programme, “Ou Mun Gwong Cheuhng”, hosted by public broadcaster TDM’s Chinese-language radio station.

According to the Talents Development Committee’s website, the system consists of three specific programmes – High-end Talents, Outstanding Talents, and Advanced Professionals. Successful applicants and their spouses and underage children will enjoy the same rights and social welfare as Macau residents, including 15-years free education, medical care and social security, with low corporate and individual income tax rates.

Chao acknowledged that under the High-end and Outstanding Talents Programmes, potential candidates do not need to be hired by local employers before submitting their applications, as they are expected to boost the city’s key industries. In order to apply for the programmes, Chao added, outstanding talents should submit their personal development plan, while Advanced Professionals should support the development of the city’s key industries which are lacking experienced and specialised human resources, and the latter must be hired or promised recruitment by local employers.

Attending yesterday’s phone-in programme, Talents Development Committee members Choi Peng Cheong and Kou Chon Fai underlined the need for qualified employees for the development of Macau’s industries.

Choi noted that Macau’s future development will require a lot of medical professionals, such as experts in biology, medical research management, and medicine supervision.

Kou said he believed that in the future, talents in the industry such as scientific research, the arts, civil aviation and technology will also have the opportunity to develop their careers in Macau, adding that based on his observation, there was an increase in the average pay for staff in Macau’s financial sector.

The development of the government’s “1+4” strategy, which aims to enrich Macau’s role as “One Centre” for integrated tourism and leisure, while facilitating the development of four key industries, namely big health, modern financial, high-tech, conventions and exhibitions, as well as sport and culture, was in “great” demand for financial talents, Kou said.
