The government is carrying out a project to turn an area of Taipa’s Estrada Governador Albano de Oliveira near its junction with Avenida de Kwong Tung into an open-air public carpark, according to a statement by the Office of Secretary for Transport and Public Works Raimundo do Rosário yesterday.
Currently, all public carparks in the city are located indoors. Yesterday’s statement noted that the new carpark will be the city’s first outdoor public carpark.
Running along the Macau Jockey Club (MJC), Estrada Governador Albano de Oliveira is a two-way road connecting an area near the Ocean Gardens estate and the Macau Stadium complex. However, the road’s two directions are separated by a central area.
Previously, some of the road’s central area was used as parking spaces. However, the parking spaces were cancelled before construction of the current Light Rail Transit (LRT) Taipa section got off the ground 11 years ago. The LRT Taipa section opened in December 2019.
Yesterday’s statement noted that the new law regulating public parking, which took effect on August 1 this year, enables the government to set up open-air public carparks.
The new public-parking law replaces the previous public-parking administration regulation (by-law) which was promulgated in 2003.
The statement noted that the previous public-parking administration regulation defined carparks as buildings used for parking vehicles, because of which the government could not set up open-air public carparks.
The statement noted that according to the current public-parking law, public carparks can be set up either in buildings or on open-air plots of land, which enables the government to set up outdoor public carparks.
Consequently, the statement said, the Transport Bureau (DSAT) decided to choose a central area of Estrada Governador Albano de Oliveira near its junction with Avenida de Kwong Tung, which was previously used for parking heavy vehicles, as a location to be used for the city’s first open-air public carpark.
According to the statement, the open-air public carpark will be used for parking cars and heavy vehicles. The statement said that the carpark project got off the ground last month, adding that the government is aiming for the carpark to open by the end of this year.
According to the statement, the project includes the installation of various electromechanical devices needed for the operation of carparks.
