The Environmental Protection Bureau (DSPA) says that the government is drafting a bill on the implementation of plastic shopping bag charges, and that it expects the bill to go through a legislative process next year.
The bureau made the announcement in a formal reply to a written interpellation by legislator Zheng Anting made in October. A copy of the reply was released to the media yesterday.
In late August, the bureau published a public consultation report on the possible implementation of plastic shopping bag charges. The bureau said that “most” of the opinions collected during the consultation process supported charges on plastic shopping bags (PSBs), also known as carrier bags.
