Talent import scheme applicants must hold jobs with wages higher than locals’: Ao Ieong

Secretary for Social Affairs and Culture Elsie Ao Ieong U said yesterday that the applicants in the first phase of the government’s High-end and Outstanding Talents Programmes for Highly Qualified Human Resources are still being vetted, adding that the government is currently assessing about 400 applicants, and the applicants must hold jobs earning them “slightly higher” salaries than their local counterparts.

Ao Ieong made the remarks on the sidelines of the 2024 World School Basketball Championship Cooperation Agreement Signing Ceremony at the Grand Hyatt Hotel in Cotai yesterday.

According to Ao Ieong, the applicants’ professions must be in line with the government’s list of more than 20 professions in short supply, such as computer application technicians, high-tech and big health staff, but the applicants must first find a job and be working in Macau already in the relevant job before applying for the scheme.

The targets of the second phase of the programme will mainly be non-local outstanding graduates from Macau’s tertiary education institutions who are pursuing studies in the “1+4” key economic areas, Ao Ieong stressed.

Concerning the government’s “1+4” economic development plan, “1” refers to Macau’s target of becoming a World Centre of Tourism and Leisure, while “4” refers to the continuous promotion of four new local key industries, namely big health, modern finance and high-tech, as well as MICE (meetings, incentives, conferences, and exhibitions), culture and sport.

Ao Ieong also said that after referencing Hong Kong’s Introduction of Admission Schemes for Talent, Professionals and Entrepreneurs, the Macau government plans to introduce talents from institutions ranked among the top 50 universities in the world in the future. She also underlined that five of the local  tertiary education institutions have faculties that cover all the subjects that Macau needs.
