Transport chief Kelvin Lam leaves post

Kelvin Lam Hin San, who had headed the Transport Bureau (DSAT) for 10 years, has left the post of the bureau’s director as his appointment was not renewed when it expired on Monday, according to a notice published by the bureau in the Official Gazette (BO) yesterday.

Lam became the bureau’s director on July 22, 2015 when his appointment, made by the government’s then secretary for transport and public works Raimundo do Rosário, was scheduled to last one year. Since then, Lam’s appointment had been renewed every year for a year, with the last renewal of his appointment made by Rosário in July last year.

According to the notice gazetted yesterday, the latest renewal of Lam’s appointment, which was scheduled to expire on Monday this week, has not been renewed “upon his personal request”. The notice, signed by Lam on Thursday last week, did not mention why he made the request.

As of yesterday, there were no official announcements whether Lam will be appointed to a new post.

As the bureau’s director position has now been left vacant, Chiang Ngoc Vai, one of the bureau’s two deputy directors, is now the bureau’s acting director during the ongoing interim period, until the government formally makes an appointment of a new director.

As Monday this week was the last day Lam worked as the bureau’s director, Chiang has been the bureau’s acting director since Tuesday.

Meanwhile, according to an executive order by Secretary for Transport and Public Works Raymond Tam Vai Man gazetted yesterday, the government has authorised Chiang to perform various duties and functions in his capacity as the Transport Bureau’s acting director. Chiang’s authorised exercise of the various duties and functions took effect retroactively from Tuesday this week, according to the order.

The Transport Bureau was established in 2008 when Wong Wan was appointed as the bureau’s first director. Lam succeeded Wong in 2015 when the latter resigned from the position.

Lam joined the Macau Civil Aviation Authority (AACM) in 1995 where he had been working until July 2015 when he was appointed as the Transport Bureau’s director.

Lam holds two bachelor’s degrees, one in Civil Engineering and the other in Legal Studies, and two master’s degrees, in Civil Engineering and in Public Administration.
