The government held a meeting yesterday to brief association representatives about Macau’s 3rd Five-Year Plan regarding its security portfolio, during which Secretary for Security Chan Tsz King said that his portfolio will place a strong emphasis on two major aspects: safeguarding national security and building a high-level safe city.
The meeting, which was attended by about 60 representatives from 27 associations, was held at the Service Platform Complex for Commercial and Trade Cooperation between China and Portuguese-speaking Countries (aka Forum Macao Complex) in Sai Van.
The meeting was open to the media when Chan delivered his opening speech and officials under his portfolio gave presentations about the 3rd Five-Year Plan regarding the government’s security portfolio. Afterwards, the meeting was held behind closed doors while attendees gave their opinions and officials answered their questions.
Yesterday’s meeting came after the government held a meeting on Monday to brief association representatives about the plan regarding its administration and justice portfolio.
The Macau government announced and published the final version of the 3rd Five-Year Plan on Tuesday last week.
The Macao Special Administrative Region’s (MSAR) 3rd Five-Year Plan, officially known as the 3rd Five-Year Plan for Economic and Social Development, covers the period between 2026 and 2030.
Delivering his speech, Chan said that over the next five years, new technologies and new business formats will bring numerous development opportunities to Macau, but they will also present new tests for public safety and social governance.
Consequently, Chan said, while driving development, the local government must prevent and resolve all types of risks to ensure that the fruits of development will not be threatened. Chan quoted President Xi Jinping as saying that security is the prerequisite for development, and development is the guarantee of security, underlining that only through high-level security can Macau safeguard high-quality development.
Chan said that in compliance with the local government’s strategic planning for Macau outlined by the 3rd Five-Year Plan, his portfolio will place a strong emphasis on two major aspects: safeguarding national security and building a high-level safe city.
Chan noted that the 3rd Five-Year Plan has a dedicated section about safeguarding national security and social stability at its beginning, highlighting the priority status and foundational guarantee role of national security in the MSAR’s governance.
In this section, Chapter 4 lays out measures to improve Macau’s systems and mechanisms for safeguarding national security, while Chapter 5 outlines measures to strengthen law enforcement capacity, Chan noted.
In the same section, Chapter 6 lays out the government’s goal of building a high-level safe city, including measures aiming to strengthen urban safety management and strengthen the institutional systems for ensuring good public security.
Chan also underlined that he will include the necessary initiatives and measures in his 2027 policy guidelines aiming to ensure the effective implementation of the 3rd Five-Year Plan’s security-portfolio tasks and goals scheduled for next year.
