Statement by Hong Kong and Macao Work Office of the Communist Party of China (CPC) Central Committee and Hong Kong and Macao Affairs Office of the State Council
On September 10, 2026, a special meeting on advancing the development of the Guangdong-Macao In-Depth Cooperation Zone in Hengqin was held in Hengqin.
The meeting thoroughly studied and implemented the spirit of General Secretary Xi Jinping’s important instructions and directives concerning the development of Hengqin, accelerated the implementation of the "package of policy measures to further advance the development of the Guangdong-Macao In-Depth Cooperation Zone in Hengqin," and supported Macao in proactively aligning with the national 15th Five-Year Plan and implementing the Special Administrative Region’s new Five-Year Plan.
It aimed to elevate the development of Hengqin to a new level and make new contributions to the appropriate economic diversification of Macao.
Xia Baolong, deputy leader of the Central Leading Group for Hong Kong and Macao Work, director of the Hong Kong and Macao Work Office of the CPC Central Committee, and director of the Hong Kong and Macao Affairs Office of the State Council, attended the meeting and delivered a speech.
Prior to the meeting, relevant central ministries and commissions signed agreements supporting the development of Hengqin with the Executive Committee of Hengqin and the Macao SAR Government. Attendees also conducted on-site research on key projects in Hengqin.
Sam Hou Fai, chief executive of the Macao Special Administrative Region (MSAR) and director of the Hengqin Administrative Committee; Meng Fanli, governor of Guangdong Province and director of the Hengqin Administrative Committee; and leading officials from the National Development and Reform Commission (NDRC) delivered speeches at the meeting. Xu Qifang, executive Deputy Director of the Hong Kong and Macao Work Office of the CPC Central Committee and executive deputy director of the Hong Kong and Macao Affairs Office of the State Council; Zheng Xincong, deputy director of the Hong Kong and Macao Work Office of the CPC Central Committee, deputy director of the Hong Kong and Macao Affairs Office of the State Council, and director of the Liaison Office of the Central People's Government in the MSAR; leading officials from relevant central ministries and commissions, including the Organization Department of the CPC Central Committee; and relevant officials from the Macao Special Administrative Region attended the special meeting and the research activities.
