Chief Executive Sam Hou Fai yesterday pledged the local government’s commitment to earnestly studying and putting into practice the spirit of the four-day fifth plenary session of the 20th Central Committee of the Communist Party of China (CPC) – which concluded in Beijing yesterday – and taking concrete actions to make greater contributions to the nation’s macro-strategies and high-quality development, according to a statement by the Macao Government Information Bureau (GCS) last night.

Extending warm congratulations on the successful conclusion of the session, Sam said that the important spirit and systematic deployment of full and rigorous Party self-governance provide crucial insights from a modern governance perspective for the Macao Special Administrative Region (MSAR) to advance the development of its civil service team and deepen public administration reform.

Sam noted that Xi Jinping, general secretary of the CPC Central Committee, delivered an important address during the fifth plenary session. The Central Committee deliberated and adopted the Resolution of the Central Committee of the Communist Party of China (CPC) on Certain Major Issues concerning Persevering with Full and Rigorous Party Self-Governance.

According to the statement, Sam said that thoroughly studying and putting into practice the spirit of the fifth plenary session is a major political task for Macau.

Sam noted that Xi Jinping Thought on Party Building provides fundamental guidelines and an action blueprint for further advancing the great new project of Party building in the new era. The vast number of Macau compatriots deeply recognise that only through rigorous Party self-governance can solid political, ideological, and organisational guarantees be provided for the sound development of the nation’s cause, securing historical initiative amid changing international dynamics and offering strong political guarantees for fully advancing the building of a strong nation and national rejuvenation through Chinese modernisation, Sam said.

Sam said that the MSAR governance team should align with the nation’s high governance standards, strengthen their sense of responsibility and accountability, adhere to the principle of “patriots governing Macao”, and ensure that the central authorities’ policies and measures concerning Macau are all effectively implemented here.

Sam also pledged the MSAR Government’s commitment to deepening public administration reform, breaking away from conventional and conservative thinking, streamlining administrative procedures, enhancing cross-departmental collaboration efficiency, and building a high-calibre talent team.

Sam also said that key efforts will be made to strengthen clean governance, maintain a high-pressure stance against corruption, refine civil service integrity management and oversight mechanisms, and foster a clean and upright administrative environment.
