Committee reaches consensus on rent control bill

The legislature’s 3rd Standing Committee yesterday finished reviewing a controversial rent control bill and finally reached a consensus, the committee’s President Cheang Chi Keong said, adding that the bill will be submitted for a final article-by-article vote to a plenum of the legislature before the summer recess.

The recess begins on August 15.

Cheang made the remarks when briefing reporters after a closed-door meeting of the committee at the Legislative Assembly (AL) in Nam Van.

According to Cheang, nine lawmakers put forward the bill in 2015 with the intention of setting up an arbitration mechanism for settling rent-related disputes and a regular mechanism for adjusting rents, as well as imposing mandatory notarisation of rental contracts and preventing small and medium-sized enterprises (SMEs) from being “driven away” by their landlords.
