Governments have to bear ‘2Rs’: HK think tank chief

Governments have to be responsive and responsible, known as the “2Rs” of governance, Hong Kong’s One Country Two Systems Research Institute Executive Director Cheung Chi-kong said yesterday, adding that residents just want government officials to be capable of governing instead of wanting them to step down when they have made a mistake.

Speaking to reporters yesterday on the sidelines of a conference organised by the Macau Civil Servants Federation (MCSF) about the development of governance in various areas, Cheung, who attended the conference as a guest, said he thought that governments needed to bear the “2Rs”, responsive and responsible, always in mind.

Cheung, a non-official member of the Executive Council of Hong Kong, said governments should respond to residents’ demands as quickly as possible. He also said many people confuse accountability with responsibility, adding that residents just want government officials to be capable of governing not to merely step down when they have made a mistake.
