Govt should toughen penalties for delayed roadworks: group

The government should toughen its penalties for contractors who sign public roadwork contracts but do not finish the projects on time, Ho Weng Hong, a senior member of the Macau General Union of Neighbourhood Association (commonly known as Kai Fong) said yesterday.

Ho, who is also a member of the government’s Central District Community Service Consultative Council, made the suggestion on the sidelines of a forum which discussed the causes of the city’s often delayed roadworks and the inconvenience caused by the delays, at the group’s premises in Avenida de Horta e Costa.

The government should come up with a better reward and penalty system, which should be clearly explained in the bidding documents, in order to provide contractors with incentives to finish their roadworks on time, Ho said. He also said that the government should provide a reward for finishing their projects earlier than scheduled while imposing heavy penalties on contractors that finish the projects behind schedule.
