Secretary for Administration and Justice André Cheong Weng Chon, who is also the spokesman for the government’s Executive Council (ExCo), said on Friday that the government has finished drafting a bill that would allow residents to process their property and commercial registrations through their “Macao One Account” mobile app.
“The three existing laws – the Property Registration Law, the Commercial Registration Law and the Notarial Registration Law – have been in force for more than 20 years, and some of the provisions are not suitable for the development of electronic registration services,” Cheong said during a press conference at Government Headquarters when he introduced the bill that would replace the three current laws regulating property, commercial and notarisation registrations.
Cheong said this was to develop a fully electronic registration process for property, commercial and civil registrations as well as motor vehicles and notaries, which can reduce processing time and improve the accuracy of information, thus making the application process more standardised.
Earlier this year, the government submitted two bills that would allow residents to register marriages, births and deaths online, as well as their cars, to the Legislative Assembly (AL) for debate and vote. The two bills are currently being reviewed by the legislature.
Legal Affairs Bureau (DSAJ) Deputy Director Lou Soi Cheong pointed out during Friday’s press conference that, on average, about five to six thousand companies are set up in Macau every year, about half of which are established through Macau’s three notaries public. He pointed out that business registrations through the “Macao One Account” can speed up the formalities involved.
The government-initiated bill on property and commercial registration will be submitted in due course to the Legislative Assembly (AL) for debate and vote.
