Macau-registered airlines need to pay 15 million pataca deposit from Feb 1: executive order

Starting February 1 next year, Macau-registered airlines will be subject to new financial requirements under the Civil Aviation Operations Law, according to an executive order published in the Official Gazette (BO) yesterday.

According to the order signed by Chief Executive Sam Hou Fai on August 12, 2025, locally registered airlines’ deposit amounts to 15 million patacas. The fee for granting or renewing a licence for commercial passenger air transport is one million patacas, payable within 30 days of notification, the statement noted.

The annual operations fee has been fixed at 2 percent of the airlines’ net profit recorded in the previous year, the order said. In addition, the minimum share capital for obtaining an air operator certificate is set at 600 million patacas for commercial passenger air transport operations, and 200 million for commercial passenger air transport for helicopter or executive jet operations. 

The order added that for commercial cargo air transport by cargo aircraft, the minimum requirement is 400 million patacas.

The rules will officially take effect on February 1 next year.
