In response to the US Department of State’s release of the 2025 Country Investment Climate Report, which deliberately undermines the rule of law in Macao, attacks Macao’s investment environment, and discredits Macao’s unique practice of “One Country, Two Systems,” as well as grossly interfers in Macao’s affairs and China’s internal matters, the Ministry of Foreign Affairs Office in Macao has expressed strong dissatisfaction and firm opposition.

Macao possesses the greatest institutional advantage of “One Country, Two Systems,” maintaining its status as a separate customs territory and a free port, implementing a simple and low tax system. It is recognised by the World Trade Organisation as one of the most open trade and investment economies globally, attracting investors from various countries and regions, including the United States, and is internationally acknowledged as a fertile ground for entrepreneurship and a harmonious living paradise.

The rule of law is a crucial cornerstone for Macao’s long-term prosperity, development, and social stability. Strengthening the legal framework, including laws that safeguard national security, further solidifies the foundation for the sustained and stable implementation of “One Country, Two Systems” in Macao, providing robust legal guarantees for creating a higher-level platform for opening up to the outside world, thereby fostering a safer, more convenient, and efficient business environment.

Facts have proven that any schemes aimed at attacking, discrediting, or interfering with Macao’s development and prosperity are always futile. At this time, when Macao is entering its best period of development, such efforts are nothing more than wishful thinking! We urge the US side to recognise the facts, change its course, immediately cease its noise and slander against Macao’s positive environment, and stop interfering in Macao’s affairs and China’s internal matters!
