The newly appointed Commissioner of the Ministry of Foreign Affairs in the Macau Special Administrative Region (MSAR), Bian Lixin, has paid separate courtesy calls, after assuming office late last month, on Court of Final Appeal (TUI) President Song Man Lei, and the prosecutor-general (chief public prosecutor) of the Public Prosecutions Office (MP), Tong Hio Fong.
During her meeting with Tong on Friday, according to a statement by the commissioner’s office that day, Bian praised the contributions made by the MSAR’s Public Prosecutions Office in safeguarding national interests, supporting the MSAR’s executive-led governance, promoting judicial cooperation, and maintaining Macau’s long-term prosperity and stability.
Bian underlined that the commissioner’s office will continue to fulfil its functions and duties in accordance with the law, maintain close communication with the Public Prosecutions Office, and vigorously support its external exchanges and cooperation.
During Friday’s meeting, according to the statement, Tong welcomed Bian to her new role in Macau and expressed gratitude to the commissioner’s office for providing the Public Prosecutions Office with guidance and assistance in engaging in international judicial assistance and cooperation.
Tong pledged that the Public Prosecutions Office will strengthen its communication with the commissioner’s office with the aim of further expanding the MSAR’s external exchanges and cooperation in the judicial field.
During her meeting with Song on Thursday, according to a statement released by the commissioner’s office late on Thursday night, Bian praised the contributions made by the MSAR’s Court of Final Appeal in safeguarding judicial fairness, upholding and improving the MSAR’s executive-led system, and maintaining Macau’s long-term prosperity and stability.
Bian underlined that the commissioner’s office will continue to fulfil its functions and duties in accordance with the law, maintain close communication with the Court of Final Appeal, and vigorously support its external exchanges and cooperation.
During Thursday’s meeting, according to the statement, Song welcomed Bian to her new role in Macau and expressed gratitude to the commissioner’s office for providing the MSAR’s courts with guidance and assistance in engaging in external exchanges and cooperation.
Song pledged that the Court of Final Appeal will strengthen its communication with the commissioner’s office with the aim of promoting the high-quality development of the MSAR’s external affairs concerning the rule of law.
Bian arrived in Macau to assume office on January 30, after the Central People’s Government announced on January 23 its decision to appoint Bian as the head of the Office of the Commissioner of the Ministry of Foreign Affairs in the MSAR.
Apart from Song and Tong, Bian has paid separate courtesy calls on Macau’s current Chief Executive Sam Hou Fai, his three predecessors – Edmund Ho Hau Wah, Fernando Chui Sai On and Ho Iat Seng, as well as Legislative Assembly (AL) President André Cheong Weng Chon.
Bian, a former head of the ministry’s Personnel Department, succeeded Liu Xianfa at the helm of the commissioner’s office. Liu concluded his five-year tenure in Macau on January 15, 2026.
Liu has meanwhile been appointed the central authorities’ special representative on African affairs.
The commissioner’s office is one of the three Macau-based entities established by the central government, alongside the Liaison Office of the Central People’s Government in the MSAR and the local garrison of the Chinese People’s Liberation Army (PLA).
