The State Council in Beijing has appointed Yang Weiqun as a deputy director of the Liaison Office of the Central People’s Government in the Macau Special Administrative Region (MSAR), succeeding Huang Liuquan, the Liaison Office announced in a statement yesterday.

Before his appointment to his new post that took effect yesterday, Yang had been one of the four vice-chairmen of the China International Development Cooperation Agency (CIDCA) since December 2023.

CIDCA is the country’s agency tasked with foreign aid and international development.

CIDCA, also branded as China Aid, is a deputy ministerial-level agency administered under the State Council.

The Liaison Office in the MSAR has four deputy directors in its organisational structure.

After Yang succeeded Huang yesterday, the Liaison Office in the MSAR now has three serving deputy directors, i.e., one of the four deputy director positions is still left vacant. The other two currently serving deputy directors of the Liaison Office are Lyu Yuyin and Zhang Yingjie.

Huang had been a deputy director of the Liaison Office in the MSAR since late 2022.

Before working for the China International Development Cooperation Agency, Yang, born in February 1968, worked in the Ministry of Commerce (MOC) where he held various senior positions, including head of the ministry’s Asian Department and head of its Personnel Department.

The Liaison Office in the MSAR has been headed by Zheng Xincong since May 2022. Zheng is the highest-ranking official of the Central People’s Government posted to the MSAR.
